As we continue to move through another busy and impactful season across Houston, I remain deeply grateful for the opportunity to serve you! The residents, families, businesses, and partners who continue helping our community of District K grow and thrive.

This month’s newsletter reflects the continued work happening across our city, from important conversations surrounding the FY2027 budget and public safety, to neighborhood infrastructure improvements, housing accountability, park enhancements, and last but certainly not least, preparations for major international events like FIFA World Cup 2026™. It is such an exciting time for our community and through it all, our focus remains centered on creating stronger, safer more connected communities for every resident we serve.

District K continues to move forward because of our engagement and advocacy we share within our community and we could not have done so without you. Whether you attend a public meeting, complete a survey, support a neighborhood initiative, or simply stay informed, your voice plays an important role in shaping the future of this city. OUR city!

As always, thank you for your partnership and your commitment to Houston. I encourage you to stay engaged and informed as we continue working to build a brighter future for District K, together.

It’s Budget Season In Houston

Mayor Pro Tem Castex-Tatum joined Mayor John Whitmire as he recently unveiled his proposed $7.5 billion FY2027 budget focused on maintaining core city services while addressing Houston’s ongoing financial challenges. Key proposals include a new monthly solid waste fee and funding changes intended to stabilize the city’s long-term finances without increasing property taxes.

Click on the image above for the overview and visit the FY2027 Budget Proposal web page for more information on the proposed budget.

FY2027 Budget Workshop Schedule and Survey

The City of Houston has launched its Fiscal Year 2027 budget workshop process, giving residents and City Council members an opportunity to review departmental spending plans and discuss priorities for the upcoming year. The workshops, hosted by the Budget and Fiscal Affairs Committee Chair Council Member Alcorn, and Vice Chair Council Member Castillo, began with a five-year forecast and budget overview and continue through May with presentations from city departments including Public Works, Police, Fire, Parks, Libraries, and Solid Waste.

City Budget Information and Surveys

Residents are encouraged to participate in the public process by attending workshops, submitting comments, and speaking during public hearings at Houston City Hall. The official public hearing for the FY2027 budget is scheduled for May 20, 2026, before City Council votes on the final budget in early June.

COH Apartment Inspection Unanimously Passes

The City of Houston has taken a major step toward improving living conditions for residents with the passage of the new Apartment Inspection Ordinance, an initiative started by former Council Member Plummer and ultimately championed by Houston Mayor Pro Tem Martha Castex-Tatum in collaboration with Council Member Tiffany D. Thomas.

The ordinance is designed to strengthen accountability for apartment property owners and help ensure safer, healthier housing conditions across Houston neighborhoods. The new policy establishes a proactive inspection program aimed at identifying persistent health and safety violations before they become major hazards for residents.

Mayor Pro Tem Castex-Tatum emphasized the importance of protecting families and improving quality of life for Houston residents living in multifamily housing communities.

“This ordinance represents our commitment to safe and dignified housing for every Houstonian,” said Mayor Pro Tem Castex-Tatum. “Residents deserve to live in communities that are clean, secure, and properly maintained.”

Mayor Pro Tem Castex-Tatum applauds the collaborative efforts of city leaders, community advocates, and residents who supported the ordinance and helped move this important initiative forward. The City will continue working with apartment owners, tenants, and neighborhood stakeholders to support implementation and long-term improvements in housing standards throughout Houston.

Click to view the Apartment Inspection Ordinance.

The Houston Public Works Houston Permitting Center has provided an initial list High-Risk Rental Buildings (HRRB) to include those apartment properties with highest volumes of Building Code Enforcement notices and citations. This is not an exhaustive list of apartment properties needing attention. We encourage residents to continue to report their concerns to 311 and follow up with their council office.

Brays Oaks Paving Improvements

Residents in the Brays Oaks area, Roark, will soon have street improvements as the work to fog seal the road begins on Roark Rd. between West Bellfort St. and Murphy Rd.

Want to know what fog seal is? Here is a description of fog seal according the TxDOT Seal and Coat Treatment Manual: Section 6:Fog Seal

General

A fog seal is a light application of asphalt, usually emulsion, applied to retain aggregate. It is sometimes used over an asphalt concrete surface or a new seal coat, particularly if a porous aggregate has been used as the cover aggregate.

Sometimes a fog seal is used on an asphalt concrete surface that is exhibiting raveling. In some cases, a fog seal is applied to a seal coat that is exhibiting aggregate shelling. Aggregate shelling can often occur during the first cold spell after a seal coat. A light fog seal immediately applied at this time can minimize further shelling of seal coat aggregate.

Work is expected to begin early May, is scheduled to be complete by the end of May 2026.
